Introductory Headings

The Intermarium Confederation, also known as the Intermarium confederation, the IC, IC, the Intermarium, or Intermarium, is a democratic, divisible, joint reach of numerous sovereign nations.

Intermarium consists of all nations, attending the signing of this treaty, and any further members, as appended later on by IC's bodies, responsible for approval of new members.

The IC represents the power of the people. It is a representation of the struggle against totalitarianism, discrimination and private monopoly on humanitarian and strategic resources. 

All countries of the IC are at peace with one another. Military aggression of one, or of its uncontained domestic violent extremist elements, or of a third party, must always result in a joint response countering the aggressor. The joint response is drawn by the ICPA and is subject to verification by each national parliament of the IC member involved in the response.

The official language of the IC is English, although all applicants must have access to process in any of the languages, recognized more than six months before the start of their process, by any of the member state's parliaments as an official language, state language, minority language, or a majority language of their (parliament's) country.

The IC does not have an anthem, a flag, or any other official symbol.

All constitutions of all member states are overwritten by this treaty and all their legislature by the legislature of the Intermarium.


Intermarium Parliament (ICPA)

Each member state of the Intermarium delegates three parliamentary representatives to the Intermarium Parliament (ICPA). National parliaments select and approve all three candidates. Further one candidate for every 1'000'000 residents of the country are elected in a popular election - named popular representatives.

Popular representatives are elected using a public voting system, where all who wish to be a candidate from some country, and are their residents or citizens, may submit their names. Each voter is given 2'000 points to distribute among their favoured candidates. They can give at most 200 points to a single candidate. They are free not to spend all their points. They may not use decimals or spend more than 2'000 score. Candidates with the highest final amount of score are chosen. Should there be a tie, a process reliant on randomness, organised by individual countries, determines the result of a tie, where the final number of victorious candidates must be equal to the number, which would have been the resulting number of candidates, had no tie been in place.

Elections of parliamentary representatives to the ICPA take place in March every two years.

Elections of popular representatives to the ICPA take place in November every single year.

Should all parliamentary and popular representatives to the ICPA of some country be lost (due to death, resignation, or otherwise), a preliminary election of representatives takes place in that country.

The ICPA elects its Commissar (The Commissar of the ICPA) once every 3 months.

The Commissar of the ICPA may be impeached by an absolute majority of the ICPA, arriving at a preliminary election of the Commissar.

The Commissar of the ICPA is tasked with logistical coordination in relation to the ICPA.

The ICPA is located in Hamburg, the Federal Republic of Germany.


Intermarium Academy of Social Studies (ICASS)

ICASS is a digital network of academia, designed to connect and promote knowledge, expertise and mobility.

Anyone who has been declared to have authored at least 5 ASSAPs or any professor of any public (state) university of any member-state of the IC may at any point in time apply to join the Intermarium Academy of Social Studies. To do so, they are required to get approval by at least five of their coworkers (of the same university). They must furthermore be approved by the vetting board of the ICASS. The vetting board of ICASS is built of all members of the ICASS who volunteer to conduct vetting. Should the ICASS vetting board be empty of members, any candidate may enter ICASS freely if it has less than 700 members at the time.

The ICASS publication board is built of all members of the ICASS who volunteer to conduct publication review. Anyone may submit their literary or other work of significant value for review to the ICASS publication board. The ICASS publication board may deny to verify the work, or it may suspend the submitting author from submitting their works for up to five years, or it may verify the work, declaring it a ASSAP (Academy of Social Studies-approved Publication). An example of material to be given the title of an ASSAP is a thorough book. The ICASS publication board must, upon assigning the work the title of ASSAP, name the author(s) of the work, which may not exceed five. If any contributor feels disadvantaged by having been left out, they are free to sue the ICASS for compensation or recognition of authorship, even if five authors have already been declared. Trials directed at ICASS are conducted by the host country of the ICASS.

ASSAP title of a work and its authorship may as well be declared by the Commissar of the ICPA, who may declare up to 10 ASSAPs per month and up to 30 of their authorships.

The ICASS technocratic board is built of all members of the ICASS who volunteer to be a part of the board. It may remove members of the ICLRC by an absolute majority or a simple three-fifths majority. After removing members of the ICLRC, it allows for candidates (all members of the ICASS) to candidate for the position. It then chooses one. In the case of a tie, it repeats the selection until a single winner is chosen. In the case of removal of a member of the ICLRC due to other reasons than ICASS-removal (such as death, severe illness, etc.), the ICASS is tasked with selection of a new member as well.

The ICASS is located in Stockholm, the Kingdom of Sweden. Its members are infrastructurally independent of its location thanks to its digital background.


Legislative Review Chamber (ICLRC)

The Legislative Review Chamger of the Intermarium Confederation (ICLRC) is built of 50 experts. They are all delegated by the Intermarium Academy of Social Studies.

The ICLRC is located in Prague, Czechia.


Legislative Introduction

Legislation can be proposed by 10'000 residents of the IC or by three members of the ICPA.

The ICPA can introduce legislation based on a simple three-fifths majority or an absolute one-half majority. Once the ICPA approves a law, it has to be verified by the Legislative Review Chamber (ICLRC). There, it must arrive at an absolute majority to pass. 

After a law is passed by both the ICPA and the ICLRC, it is delayed for 21 days. During those 21 days, it can be struck down either by at least one-third of the national parliaments of the IC, or by an IC-wide referendum, which can be proposed by at least 100'000 residents of the IC up to 14 days after the passing of the law.

Should the ICLRC see the law as urgent and/or uncontroversial, it may verify it immediately, but only, should a simple three-fourths majority of the ICLRC so desire. This pushes the law to take effect 24 hours after the passing. However, any national parliament may, during the first 14 days following the verification, all by itself decide to declare the law non-urgent, thus making it non-urgent for the whole IC.


Appending This Treaty

This treaty may be modified by an absolute majority vote in the Intermarium Parliament, with approval by a simple majority vote in the ICLRC and a simple three-fifths majority of the population attending a constitutional referendum. A change in the constitution may be requested by 700'000 residents of the ICPA, or by 10 members of the ICLRC, or by 15 members of the ICPA, or by 5 members of the ICLRC in combination with 6 members of the ICPA.

Modifications of this treaty are treated as a law and verified once approved by the ICPA, ICLRC and a referendum. They then enter the 21-day appeal phase. Modifications of this treaty cannot be passed as urgent.


Entries and retractions

Countries, external to the IC, can become member states. Based on the diplomatic situation, a law can be passed to send to a member state an invitation into the IC. Upon the invitation's arrival into the targeted country's parliament, the parliament of that country decides whether or not to join the IC or to delegate this decision to a referendum. The invite must be accepted within 21 days after the 21-day appeal window following the passing of the law on invitation.

Laws on membership invitations cannot be passed as urgent.

Any member state of the IC may exit the IC 63 days after its national decision to do so, which must be ratified by an absolute majority in its parliament.

The IC may remove its members through a passing of a law, which also has to be approved by at least half of the national parliaments to enter the 21-day appeal phase. Otherwise, the removal of the member is scrapped. In the event of the IC removing a member through a law, the member is removed 42 days after the closing of the 21-day appeal time-frame.

Laws on removal of members cannot be passed as urgent.


IC Monetary Commission (ICMC)

Every national parliament approves their local Economic Board, which is to select 10 delegates of each nation to the ICMC.

The ICMC takes simple-majority decisions to organise the logistics of the Intermarium Foundation.

The ICMC is located in Vienna, Republic of Austria.

The ICMC is, to prevent corruption and mistakes, under the supervision of investigative bodies of all members of the IC.


Intermarium Foundation (ICFO)

Intermarium Foundation (ICFO) takes care of and hosts the finances of the IC. 

Every member state is required to finance the ICFO two percent of its GDP.

ICFO delegates money to the functioning of the bodies of the IC, the functioning of the apparatus of the IC and to individual projects in IC member states.

The ICFO is managed by the ICMC.

ICFO may not, under any circumstances, promote for-profit initiatives; initiatives majority-funded by a single religious organisation, registered any state as such; or military projects.

ICFO is located in Frankfurt, Germany.
