I have come to think of the moments when I'd sit by the fire pit of death. All the gracious memories of horror, trembling in front of me, mocking me, courageous intrusive realisations. What occurs time and again in my executively dysfunctional hypersensitive skull is no more comparable to truth and reason than is a notebook to a distant star (if only a star was to burn me, the inferno of the evening).
I still wander the streets of Ljubljana in search of light. What stands behind the next wall, more emptiness, or is it polluted with sheep? Still missing. Quite a messy feeling. I had crossed paths with no one all until locked safely in my tiny compartment.
I'm freezing. I ought not to. It's August.
I have gathered for myself some food from the nearest shops, careful of the expiry date. It should last me for a week or so now.
It interests me how I don't have to pay, nor behave, yet I put anything I take a look at back to its place. Am I the one to keep order in the city? It appears so.
I can't hold the fortress all by myself…

Oh my glorious self,
this really was fun. Thank you for inviting me to the demolition. The tank fired well. I'm only dissatisfied with all the materials boycotting the street… How am I meant to enter the inner city now? Naturally, I can bypass the blockade… But that's an unnecessary turn! Not like I can drive normally through all the piles of cars anyways, them having collapsed on each other after having all their drivers disappear… This is bogus. How should I travel this damn city? The animals are beginning to roam here, as well.

I've taken a ride with some beige excavator from nearby what was once the central train station to clean up the mess I've created by the hotel. I'm now only disappointed over myself not having filmed the whole rumble-rumble. I may as well do so another time, filming it all. Who for?
I've also been experimenting with some old solar panels… Been able to turn some LEDs on. I've got a radio. With some luck, I may be able to research the whole… Situation. Possibly, not all hope is lost.

I'm crumbling in fear as I report to you no signal has been approached. Experimented for a while. I'm afraid there is no intelligent life on the planet. I'm starving. Been moving my things into the parliament and arming it. Took down some of the trees in the park there, been considered setting up a small farm for the most basic of my needs. On the other hand, that could not go all that well. Might have to build a greenhouse instead. Considering grabbing some. I don't know what to do. What for don't I simply cut it short?

Dear Lesley,
I've been listening to some music in the library. The power generator is sufficient. It's been getting hard to roam the streets at night; as such I am considering staying in base through the darkest of times. Had a close call just yesterday. Happily I got myself one of those ultrasonic animal deterrents. I've been mapping the clogs on the streets. It turns out not much collision had occurred. The roads are pretty drivable.
On the other note, it begins to bore me, the repetitive feels of Ljubljana. There is a lot to do; arts, science, government, amusement, survival technology, all at my disposal. But I know Ljubljana too well. I wish to travel. As such, I've been planning a trip to Vienna. I've gotten myself a road map and a map of the city. The fun part is, I do not believe a car can do. Given the probability of cars blocking the highways, I better take a bike. Or even better, a cargo bike. I've already gotten a trailer, I will attach it I think.
Should I leave the city, I'll be well prepared. I've stockpiled some ammunition, food, electronic accessories... I'm now doing my best to acquire a Geiger counter to prevent any miscalculations as I travel. Austria has no operating nuclear facilities either way - better safe than sorry though. I'm unsure as to what occured in those unattended - I suppose they went through an emergency shutdown, but, who knows.
I've been doing my best to get a computer running.
Throughout the last few days, I've been working on hijacking the radio tower by my base. If successful, I could emit emergency signals, not only listen. However, I believe it's done for. More likely than not, the dreams have come true…
The world may be mine to play with.

I can't.
Night by night, I'm closer to shooting myself.
Yesterday I… I took the bayonet into my own hands… My arm, there are scars. Of course there are. It's her, once again. As if I'm by her again. I'll never be a human. A human defined by what humanity? The scars which never go. I'm dissatisfied she disappeared with others. Instead, she should've died slowly, in pain. Let her experience the sorrow she had sowed. I don't even have a unified personality now. Nineteenth paragraph of the crime code… There are literally blood stains on the typewriter. It hurts too much. I'm just gonna skip this all…
I'm going to leave for Vienna. Maybe living in the town of all this abuse is too much for myself.

I'm back in Ljubljana.
Vienna is rotting, much like this bulshit town. It's null now that the transport is done for. I require a walkable, or at worst, a cyclable city.
I'm seriously considering ending this. Getting myself hospitalised once for suicidal ideation wasn't enough it seems. I need help as I scream into the void.
All the motorways to Ljubljana are overloaded with jams. If you ever plan to transport the base out in general, don't forget to move with an icebreaker or something.

I've been to the seaside, sailed a bit, and had fun. Northern Mediterranean coast remains warm.
I've been lucky to have come by a microfarm. Took it back home. Now I should be supplied with some quarter of my needs.
Not that It's an issue just yet, but what do I do when all the meds expire? I'll be out of my Asentra soon. I can take them out of the pharmacy with ease, but, what do I do when it's done for? I can't eat old meds. Guess that's an issue to consider.
My water filter has gone bad. Been using an improvised version, and have enchanted it with some additional UV treatment.
There was also a minor tremor, most probably originating from around the Zagreb region. I'm afraid it had gone catastrophically over there, for here, it shook us pretty hard. Here I've seen no damage other than some paint fall off the old town apartments.
I've been experiencing some problems producing electricity. There hasn't been much sun recently and my batteries last only a few days at once. If this state of affairs persists, I may have to set up a minor hydroelectric plant on Ljubljanica.
With the security of the parliament, where i'm currently based in, in mind, I've begun the construction of an advanced defence mechanism of the area. I've already set up, powered and verified a sufficient amount of animal-deterrence machines, including ultrasonic speakers and water hose traps. I'm now working on applying militarised defences to the building and extending the safe corridor downstreet to the library and the other way to the central bank.
TLDR; I require more essential resources.

Ave, Lesley,
something major has occurred, I can't wait to speak about it! As I was inspecting (or rather, raiding) some apartments around Litostroj, heavy rains began. Happily, I always carry around essential encampment resources, and as such I chose to stay in the area. I made my way to my once-home on Andreaševa Street, set up animal detterrance, and made myself comfortable. Little did I know, the rains flooding the streets badly entered my base in the meanwhile.
It was just another autumn flood, but it was uncomfortable. As I didn't feel safe moving through the rain, I was stuck inside for a whole 32 hours. I was scared for my life, not out of panic, but of sheer uncertainty.
As I came out of the block of flats, I was feeling unwell. Earlier the same day, I had been discomforted somehow. Now I was hearing it again: the ear-bursting noises, echoing throughout the land. It felt like it was coming from all sides at once. Next thing I know, I regain consciousness on that very spot and do my best to stand up. I went up and down the road, unsure of what's around me.
I… I then entered a pharmacy…
Grabbed what I could…
Stuffed it in my mouth.
I… Let's just say I lost track of days.

Thylla is constantly screaming. I can't listen to her any longer. If only I could get rid of her. Constantly her voices in the background.
If only I hadn't been broken as a person...

I think I'm alive. I've mustered some more water and finished my farm. The Ljubljanica hydroelectric plant operates well. I've been sending signals all over Earth and to outer space. Things are going well, generally speaking. Most importantly, I've broken into some watch shops and tracked down the date. I've set up numerous systems so as not to forget it.
Most importantly of all, I've managed to boot up a computer. Having found my old data on a USB, I've been playing some Minecraft.
Once more, the memories, the dissociative identity, and all the rest…
Funnily enough, my symptoms haven't been getting much worse since the disappearance. One'd expect the lack of socialization to leave a toll, and the stress of the aspect of survival and feelings of doom as well. On the contrary, it appears the communication I host with my headmates is sufficient.
The world is only more interesting now.

This is an urgent message, Lesley!
I may not survive this week. Possibly not the night. The blazes have been appearing for some time in the city, but never of this size. By now, the fire has consumed at least a percent of the city. The main problem is, the Parliament is surrounded by fire. I'm now digitalising the records to ensure they survive the heat, should I die.
I've made sure the base is not damaged, unless of course the fires consume all of it. I've shrunk it well.
I am not, under any circumstances, evacuating the Parliament.

The fires had calmed soon after my writing. Upon investigation, it appears a gas pipe near the parliament had stored some gas from before the disappearance and it went bad. Such occurrences seem to be rare, however, I will be on the lookout. I have since taken care of the area, and have cleaned it of any possible high-risk igniters.
I've set up a government of my own in the city centre.
Oh also, it appears the ceiling of the Presidential Palace collapsed in the fire.
Furthermore, I've done extensive inspections of the whole city and the surroundings. Most of the region is alright, there is only superficial damage to most neighbourhoods. It appears I can live through these hardships, should there be no further problems.

I'm tired. It's three in the morning. Been sorting my base. It's raining outside and there's a group of deers grooming the base. Happily they don't wish to enter.
I've been writing some poems. Wish to read some? Me too. Sadly, I can't speak of them. They're in the fire pit now, of course they are.
I've been recording a movie. About myself, that is. Well, a number of movies. One is a documentary about my childhood, where I spend most of the time just explaining myself, doing my best to present myself as the victim, nothing but useful revictimising. An hour of venting into the camera and random filming of the spaces of my past. Another film I (especially Thylla) have been working on is an action movie, where all the imaginary scenes of fires and collapses are done in real time. It's real fun to see these realistic collapses and such.
I've been having a lot of time writing a book on the development of the letter Л in Cyrillics. I've been using a lot of the material I found in the University, etc. It's fun to research stuff without the internet.
I've also not changed my clothes for approximately 21 days now. Not like anyone cares.

it appears I haven't thrown myself off a skyscraper roof just yet.
the days feel truly short now. It's cold outside. It's even snowing for a tiny bit. As a glimmering spark of hope, the climate change may now come to a halt.
I've succeded in securing myself all the hydroenergy available on Ljubljanca. This is for sure more than enough for all my needs. Using this, I've set up an electric heating system throughout the Parliament.
An issue I've been having is animals treading on my electric setups. They've left the dynamos untouched happily, but they have cut the wirings connecting the plant with the base at least five times as of me writing this. I've been doing my best to protect the wirings from the animals with a layer of cement. The construction is slow, but it will be alright.
It's been uncomfortable staying most of the day in a single building, without internet or much fun. Most activities I had access to throughout the year thanks to the disappearance are either unavailable or meaningless in these cursed months.
From this point onwards, these archives are being run digitally.

I've begun to give lessons in the University. I've set up an outpost in the University of Social Sciences and in the Philosophical Faculty. Having a lot of knowledge on certain subjects, I now profess them into the void. Furthermore, through being the sole member of the University, I've awarded myself a doctoral thesis for one of my works. Fun stuff, ain't it.
I've tamed a cat. She is… Was… Yellow. But then the debris of some house fell on her as she climbed into it when I could no longer prevent the detonation. Naturally I'm searching for excuses.
I've hung the flag of the Lesleyist Operative Movement before the Parliament.
I've been having some annoyances with the snow. It's so crippling to move around. There is at least 20 centimeters of it everywhere. I can't use a bike or such. At this moment, I travel in a tank, as it is the only way to move reliably! I also fear for the gas, does it expire? I think so, it's been getting shittier real fast. What do I do when I'm out of gas? Produce it somehow?
I'd picked up a sequenced radio signal, but following a thorough analysis and comparison using the available literature, it turned out to be a quasar.
Lol imagine being plural. I've confirmed, the DSM-5 does say DID. But who knows, I don't self-diagnose.
Who is to diagnose me now?
Anyways, I can just continue to staff myself with random meds.

gender dysphoria is much easier to manage with no one around. Good thing I transitioned already. Found a steady supply of estrogen finally. Until lately I barely had enough reserves.
It's cold outside. What am I to do but continue my daily mostly inside cycle? I can do through the winter. The rest of the year will be better. Things are, from a survivalist perspective, looking alright. Maybe too good. I'm getting suspicious.
As there was no one guard opposing my rebellion, I succeeded in an armed storming of the government… Yep, I stormed my own base. I then declared myself the Parliament… I've amended the constitution. It's fun. Yay.

The Accord of Stalino
The Accord of Stalino is a resolution of voluntary movements of national, multinational and postnational countries, stateless regions, or powers of Russian Federation (Russia), Donetsk People's Republic (Donetsk), Luhansk People's Republic (Luhansk), Ukraine (Ukraine), Republic of Belarus (Belarus), Leningrad Republic (Leningrad), Free City of Odessa (Odessa), and Free City of Sevastopol (Crimea).
The borders between countries parting in The Accord of Stalino (henceforth the Treaty or The Treaty) shall be adapted as follows, assuming the borders as recognised on 21.8.2021 by the Republic of Belarus as the default, wherever not dedicated otherwise.
The Crimean Peninsula becomes an independent entity of the Free City of Sevastopol, also known as Crimea. Its authority becomes the South Russian Guard of Crimea, recognised as the current force of its territory and a representative of the People of Crimea.
Land of the officially Ukrainian administrative unit of Donetsk becomes an independent entity under the name of Donetsk People's Republic, headed by the Donetsk Peshet-Moscow government of National Unity.
Land of the officially Ukrainian administrative unit of Luhansk becomes an independent entity under the name of Luhansk People's Republic, headed by the Luhansk Peshet-Moscow government of National Unity.
Unaddressed land in Ukraine, which is both southern to 49 degrees north from the equator and eastern to 35 degrees east from Greenwitch, London, United Kingdom, is transfered to the Russian Federation in all aspects, including military and administrative viewpoints.
Unaddressed land in Ukraine, positioned southern to 48 degrees north from the equator, becomes an independent entity under the name of Free City of Odessa, headed by the Luhansk Peshet-Moscow government of National Unity.
Land of officially Russian administrative units of Federal City of Saint Petersburg, Leningrad Oblast, Republic of Karelia, Novgorod Oblast, and Pskov Oblast becomes an independent entity under the name of Leningrad Republic, headed by the Lesleyist Operative Movement Leningrad.
The Confederation of Free Eastern European Powers (also known as COFEEP, also known as CEE), is built of all parties to this treaty, and is to be established following and according to the treaty.
CEE has the following primary goals.
Peace in Eastern Europe.
Peace among parties to the treaty.
An end to the destructive episode of war in Eastern Europe through the years preceeding the treaty.
Cooperation in Eastern Europe and its development.
CEE functions in accordance with future agreements between the parties to the conflict on the line of prevention of hegemony.
Ukraine pays reparations in the size of 20 billion United States Dollars (also known as $) to Odessa.
It is recognised Ukraine has committed a genocide in Odessa, ending the lives of hundreds of thousands.
Russia pays reparations in the size of 3 billion $ to Ukraine.
Ukraine pays reparations in the size of 1.52 billion $ to Russia.
Russia pays reparations in the size of 12.88 billion $ to Leningrad.
Luhansk, Donetsk, Odessa and Crimea offer all their citizens Russian, Ukrainian and their own citizenships on behalf of Russia, Ukraine and their own people.
The Ukrainian State Duma is not allowed to pass resolutions, decrees, constitutional amendments, or any positions whatsoever without the approval of the Provisional Moscowian Duma of Ukraine.
Odessa, Donetsk and Crimea will allow free naval, commercial and military transit of Ukraine and Russia, without limitations, taxation or any other form of authorisation by the local government.
Parties to the treaty agree to not act in a militarily hostile pattern in disadvantage of one another during the effectiveness of this treaty and six months beyond.
Russia, Luhansk, Donetsk, Odessa, and the Republic of Belarus agree to cease all military groupings of more than 20 military personnel per municipality within all municipalities of the 5 countries which border Ukraine.
This treaty comes into effect on August 21, 2021, and expires on August 21, 2031. Through validation by the responsible bodies of its parties, it may be extended for five more years. Should a party decide to withdraw from the treaty, which is a possibility only after August 21, 2028, the treaty is null. The treaty permits for a similar treaty to be put in place to follow this one. To allow for smooth transition from one such treaty to another, a party has to notify all other parties to the treaty about its will to withdraw from the treaty six or more months before its withdrawal.
This treaty is voluntarily attended to by and ratified by the following representatives and bodies of the powers involved with the authority to sign this treaty on behalf of the people of the power of theirs.

This is recognized to have begun following the 1954 memorandum in London between the two new administrative parties, and additionally the United Kingdom, and the United States of America (United States).
Naxos further observes illegal military occupation of the Free Territory of Trieste by the Republic of Italy, the Republic of Croatia and the Republic of Slovenia (latter two as successors to the SFRJ). Following the Treaty of Osimo, the territory was illegally annexed into the rulebook of the lands of SFRJ and the Republic of Italy.
It is recognized by Naxos breaches of the inviolability of the borders, civil affairs, sovereignty, and international affairs of the Free Territory of Trieste, to have been conducted without consent by the population of the region in question either to a degree acceptable before International Law, degree acceptable before the law of Naxos, degree acceptable before the law of the Free Territory of Trieste, or degree acceptable before basic human curtsey. It is recognized such breaches were thus military in nature, imperialistic in design, and violent in execution. As this is noted by the Naxos Resolution on Trieste, Naxos notes no subjugation by force may ever be democratic, legal or in any way permissible.
Further, Naxos recognizes participants to the illegal occupation of the Free Territory of Trieste have been to traceable and sharp degrees not only compliant in, but have also instigated Italianisation, Slovenisation, Croatisation and Yugoslavisation of the territories under their occupation. Through the unimagined cruelty of such behaviour, including ignorance of the governments of occupying entities, Naxos recognizes, the governments of the Republic of Italy, the SFRJ, the Republic of Slovenia and the Republic of Croatia have been committing Cultural Genocide in the territorry which legally belongs to the Free Territorry of Trieste.
Naxos thus calls on the modern entities holding the Free Territory of Trieste under effective occupation to recall their armed hostilities from the area through a constructed pullout of all armed forces after having allowed a democratic, sovereign and pan-Triestan government be established and made effective.
Naxos calls on the modern entities holding the Free Territory of Trieste under effective occupation to eliminate their tendencies to cultural genocide immediatelly.
Naxos recognizes the Free Territory of Trieste as an independent country, whose behaviour is regulated democratically and adapted through the supervision of the United Nations bodies of legality.
In any degree, Naxos declares sanctions against the Republic of Italy, the Republic of Slovenia and the Republic of Croatia effective with 5 October 2021 at 6:00 in the morning GMT, which consist of a ban on economic transit between Naxos and the three sanctioned entities on all products, the weight of which is above 200 kilograms and the mass of which consists of at least 190 kilograms of gold. The boycott lasts for 120 minutes. Should any of the sanctioned parties consistently and legitimately conduct not as decried by the Naxos Resolution on Trieste, the declaration of the sanction against that given party is unmounted and null. The President of the CPAF holds the authority to unmount and nullify the sanction, should criteria specified be met.
Naxos notes economic transit which has been boycotted never happens between Naxos and any country and thereby declares the sanctions symbolic.
Naxos finally declares the Free Territory of Trieste to be momentarily represented by the "Triest NGO" group. Should a subsequent democratically controlled government of the people of the Free Territory of Trieste be established, with effective control over the Free Territory of Trieste and that land only, and with effective independence, the recognition of governance over the Free Territory of Trieste is lifted from Triest NGO and placed onto such described government.
Naxos recognizes the independance of the Free Territory of Trieste, faced by the conditions of its logistical powers, guarantee for the Free Territory of Trieste to be willing to cooperate in logistical trade with the Republic of Italy, the Republic of Slovenia, the Republic of Croata, and all other entities in the proximity. The ports in the Free Territory of Trieste are an excellent statue on which to secure not only independence of the Free Territory of Trieste, but reestablish its glamorous gilded inferno of cultural and general progression. The development of the Free Territory of Trieste thus ought to once again be sovereign from the bureaucratic and economic functions of the governments of its occupiers. The Free Territory of Trieste shall not be held back any longer.

The Constitution of the Republic of Ljubljana
The Republic of Ljubljana, addressed also as Ljubljana, Republic of Ljubljana, The Republic, or the Republic, is an independent and sovereign republic.
The Republic of Ljubljana is a semi-stateless, classless and moneyless society where workers control the means of production and the economy is decomodified.
Ljubljana dissalows any discrimination on the grounds of any personal circumstances, including, but not limited to, gender, gender expression, pronoun use, bodily sex bimodilium, sex assigned at birth, sexual orientation, neurodivergence, physical divergence, psycholoigcal state, nationality and national background, race and racial background, ethnicity and ethnical background, religion and religious background, taste, philosophy, social capital, cultural capital, social status, social power, economic power, cultural power, ability or inability due to age or other factor, first language, preffered lingua franca, history of survival of victimisation and revictimisation, place of residence, place of origin, or any other personal circumstances.
The government of Ljubljana is democratic and under full control by and makeup of the residents of Ljubljana.
The Republic of Ljubljana is a technocracy.
Lesley Zore is recognized as the founder and the central hero of the Republic of Ljubljana, the first president of Ljubljana and its gracious Goddess of Anarchy. Ze stands as a symbol of liberty, equality, and fraternity of her country.
"El Facu" is declared the prime principal federal ruler of the Republic of Ljubljana, elected for life. This position is not supraconstitutional.
The basic principles and functions of Ljubljana are outlined in the present document, known as the Constitution of the Republic of Ljubljana, or simply the Constitution or The Constitution.
The Constitution is expanded by and executed following legislature. The latter is passed through the legislative process. Legislature is composed of effective laws created and adopted through the legislative process. All of the legislature must be intact with the Constitution and must not be in conflict with Human Rights, Equality, Equity, Intersectional Liberation, International Law or Class Liberation. The validity of laws in accordance with the terms described is determined by determined constitutionality of a law, which is conducted by the Constitutional Court.
The existence of the Constitution, effective political absolutity of, and the state of its contents, are called the constitutional order.
Constitutional order may not be modified against the word of the Constitutional Order or The Introduction chapters of the Constitution, unless the two chapters include a conflict of meaning. This limit does not apply to adaptations which would only change the name(s) of Ljubljana or language in the Constitution without changing the politological effect in other than name. Any chapter of the constitution may be adapted in any way if the adaptation is first allowed for by the all of the following: Constituta, a subsequent referendum, a subsequent absolute majority approval by the Parliament to adapt the limited chapters, and subsequent final referendum.
Constitutional Order may only be appended democratically, through informed consent of the people of Ljubljana, through all residents of Ljubljana, or through a select body, specified by the Constitution, or by law, if the specification is exempt from the Constitution.
The Constitution may, at times, inprogram into the functions of Ljubljana a method of selection of individuals out of a pool of all or a specific group of residents. Should the pool of residents not have the number of people necessary for the method of selection, the method of selection intakes the number of individuals possible to take. If the number of individuals, possible to take, that the method of sections allows to be taken, is larger than 20, and the method of selection has been adapted to the rules of this very paragraph, the number of individuals the method of selection allows is reduced to nine tenths of the original size.
The Constitutional Assembly of Ljubljana (Constituta, also known as The Constituta) is the body of Ljubljana responsible for adapting the constitutional order.
Delegates to the Constituta are chosen at the beginning.
Throughout the first seven days, individuals may submit candidatures. After this, for seven days, all residents of Ljubljana may submit signatures to zero or any number of candidatures, where each resident may submit at most five signatures to a single candidature. The candidates whose number of signatures was among the highest 100, where all tied for the 100th place are validated, are chosen as nominees. From among the nominees, 20 are selected at random to be delegates.
Fourteen days are given for the public to write proposals to the Constituta.
21 days are given for the Constituta to come to a list of adaptations to the constitutional order as least 15 of the Constituta agree to by a signature. When such a list exists, it is presented as the constitutional proposal. Discussion is displayed publicly. Public may participate in the discussion. A delegate or a group of delegates may also organise private public discussions to arrange for publicly acceptable elements of the list of adaptations to the constitutional order. If such a list is not derived within 21 days, all Constituta delegates are recalled and the proceedings are demounted.
The constitutional proposal is then published and presented. Three days later, a referendum proceeds, where all residents of Ljubljana get to vote whether to accept the constitutional proposal or not.
If the majority of those who cast their vote in the referendum described above vote to accept the constitutional proposal, the constitutional order is adapted in accordance with the constitutional proposal.
If the process of submission of candidatures, delegation selection, or other proceedings in relation to the change in the constitutional order of Ljubljana is not in progress, the Constitution Revision Committee decides every seven days on whether or not to have the process described take place following the session of the very Constitution Revision Committee.
If the process of submission of candidatures, delegation selection, or other proceedings in relation to the change in the constitutional order of Ljubljana is not in progress, and the day is the first day in January or the day is the first day in July, the process described takes place.
The Constitution Revision Committee consists of twelve delegates. A resolution is passed by the Constitution Revision Committee when seven members sign the resolution.
Delegates of the Constitution Revision Committee consist of twelve randomly selected delegates to the Constituta which conducted the last change of the constitutional order. Should a member of the Constitution Revision Committee die, resign, or be otherwise unable to take part in the Constitution Revision Committee, a random citizen above the age of 15 replaces them. The membership in the Constitution Revision Committee is transferable, should the resigning party and the receiving party both agree to such a conduct by signature.
Should the number of residents of Ljubljana be below 20'000, having been at more than 25'000 before, or rise above 2'000'000, having been at less than 1'800'000 before, an emergency meeting of the Parliament is launched, which is followed by a Constituta-related process of change of constitutional order taking place. This is to adjust numerical pool values in the constitution to adapt to the population size. It is recognized the population of the Republic of Ljubljana before the last edit to this very chapter of the constitution is 307'220. The population of the Republic of Ljubljana equals the number of residents registered into the PORR.
Ljubljana is positioned within the lands overseen by Ljubljana. These originate from what was recognised as the Urban Municipality of Ljubljana, Municipality of Vodice, Municipality of Medvode, Municipality of Dobrova-Polhov Gradec, Municipality of Brezovica, Municipality of Ig, Municipality of Škofljica, and the Municipality of the Dol pri Ljubljani before the effective execution of the Treaty on the Peaceful Dissolution of the Republic of Slovenia, as ratified by all legally required institutions, recognized by International Law, and democratically approved as democratically recognized by a referendum among the people of Ljubljana. Ljubljana thus holds historical, legal, and democratic rights to its self-governance and sovereignty within a democratic and inclusive society.
The Lands of Ljubljana are divided into 13 districts as detailed by law. The districts are titled, in the increasing order of population according to the latest census: Central Governmental District, Dolsko, Brest, Ig, Polhov Gradec, Južna Šiška, Osrednja Šiška, Južni Bežigrad, Center, Vič-Dravlje, Rudnik-Moste-Polje, Severni Bežigrad, and Severna Šiška.
No district, except for the Central Governmental District, may host less than 2% of residents of Ljubljana. No district at all may host more than 22% of residents of Ljubljana. No district may be shaped in a way where it would logistically or otherwise damage residents of Ljubljana in a way which relates to political benefit of any political, in effect or otherwise, organisation. So-called gerrymandering is as such not permissible.
Every resident of Ljubljana is required to contribute to the society in accordance with their own abilities, as reasonably established by themselves under supervision of their environment, and is allowed to resource from public services, state apparatus, service workplaces, education, health, public warehouses (also known as the Free Shops of Ljubljana) or other societal benefits as their own needs, reasonably established by themselves under supervision of their environment, dictate. Shortly… From each, according to their ability, to each, according to their need.
One or any number of residents of Ljubljana who create value at the same place or in the same semi-isolated Internet environment constitute a workplace.
Each workplace organises an internal platform where each member of the workplace gets to voice their proposals and arguments. Through the scientific dialectical method of platform, and in the case of a tie with a popular vote within the workplace, resolutions on operation of the workplace are arrived at.
Each workplace elects, through a popular vote within the workplace, the director of the workplace. The director of the workplace is responsible for oversight over execution of legislature and safety within the workplace and observes the stability of regular decision-making.
Each workplace elects up to two Workplace Representatives - or up to two per 100 members, should there be more than 100 residents of Ljubljana in a workplace.
Workplace Representatives from a workplace select a syndicate for the workplace to join, or to leave. A workplace may at once be at most in three syndicates. The syndicates are: Unlisted Syndicate, Basic Education Syndicate, Academic Education Syndicate, Academic Syndicate, Agricultural Syndicate, Artistic Syndicate, Political Syndicate, Lesleyist Syndicate, Sociological Syndicate, Miner Syndicate, Industrial Syndicate, Transportation Syndicate, Public Warehouse Syndicate, Media Syndicate, Health Syndicate, Activist Syndicate, Information Technology Syndicate, Natural Sciences Syndicate, Mathematical Syndicate, Technological Syndicate, Foods Syndicate, Wood Syndicate.
All the Workplace Representative of all workplaces in a syndicate give the title of a Syndical Platformist to, or take it away from, any worker within any workplace of the very syndicate, who is not a Workplace Representative in any workplace. Up to 50 members of a Syndicate may have the title of a Syndical Platformist. A person may be banned from being a Syndical Platformist to a syndicate, or have such ban lifted, through a popular vote within a Syndicate, which may be proposed by 10 or more Workplace Representatives within the syndicate.
Syndical Platformists meet on a weekly basis. Their authority includes, among other things detailed by the constitution, inviting workplaces to the syndicate (although an invite is not necessary for a syndicate to join), banning workplaces from the syndicate, propose laws to the Parliament, or propose proposals to the Syndical Platformists of another syndicate. For a resolution at a meeting of Syndical Platformists to take effect, at least 30 Syndical Platformists must sign the very resolution. Every passing of a resolution is preceded by a public discussion.
All workers at all workplaces of all syndicates are allowed to form their own unofficial or official associations (the latter being political initiatives) to promote their rights and interests. Strikes, logistical boycotts, and general civil disobedience, is allowed and must be followed by a change in governance to suit the will of the people. Such action is, however, illegal when conducted in a way which causes non-negligible unnecessary harm, unnecessary violence, or a monopoly on power or violence.
Each district elects five Mayors through a popular local election. Only residents with a Doctoral degree may be candidates to become mayors. Should a district not have at least 10 residents with a Doctoral degree, a Master's degree is sufficient. Should a district not have at least 10 residents with a Masters or Doctoral degree, the requirement is dropped.
The set of mayors debates on management of the district. Four out of five mayors must sign a resolution for it to be effective. The mayors' resolutions may manage traffic, urbanism, logistics, health or education within the district.
A resolution may be appealed by a group of at least 200 residents, upon which, the Parliament reviews the issue and resolves it.
Each district with population density above 1200 people per square kilometer chooses 12 Parliamentary Delegates, each districts with population density above 700 people per square kilometer chooses 6 Parliamentary Delegates, and all other districts choose 2 Parliamentary Delegates per district, where Parliamentary Delegates must be residents of the district they are chosen in, voluntarily candidate and have a Doctoral degree or two Master's degrees. If there are less than 20 residents in a district who have obtained a Doctoral Degree or two Master's Degrees, a single Master's Degree is sufficient. If there are less than 20 residents in a district who have obtained a Master's Degree, the requirement is dropped. Parliamentary Delegates are selected in popular elections.
Parliamentary Delegates compose The Parliament. They may be recalled at any time following a vote in their district of residence based on a proposal by at least a percent of residents of that district.
The Parliament is the legislative body of Ljubljana. It passes laws, and as such, which all activities within Ljubljana must follow, unless the legislature would be unconstitutional. It overrules local governance, but not also workplace self-government. A law is published upon its ratification by the parliament. The parliament may conduct a three-fourths absolute majority vote to put it into effect immediately. Otherwise, it comes into effect fourteen days after its ratification. Whether effective or not, a ratified law may be challenged by a constitutional charge. If so, the judging committee may vote as the trial begins to have the law be ineffective until a further conclusion is approached.
Every resident of Ljubljana is entitled to a safe childhood, basic education, education towards a degree, and lifelong education.
The government manages all housing units in which no one has a place of residence registered. The government further does not manage housing units used by individuals for personal life. Through governmental management of housing units, the government allows all residents of Ljubljana without a housing unit to register their place of residence in a housing unit until that point managed by the government of Ljubljana. Once a housing unit is transferred from the management of the government to that of an individual, the individual may apply to receive six months of assistance with management of that very housing unit. Any resident of Ljubljana may appeal for assistance with management of their housing unit, had or had it not been at any point in time managed by the government. Residents below the age of 20 receive assistance with the management of their housing units by default. Any resident of Ljubljana may at any point deny the government the right to manage the housing unit they reside in, unless this very resident is at the point of time incapable of management of their housing unit due to illness, custody, or death. Housing units, managed by the government, may be emptied, used to provide state services, borrowed to workplaces, or be used for holiday stays.
More than one resident may reside in a housing unit if all the residents, which reside in the housing unit before the current person, and will continue to reside there throughout at least some of the time just after the new person begins to reside there, agree to it.
Residents of Ljubljana below the age of 14 are entitled to basic education in different subjects, including mathematics, Slovenian, English, history, geography, arts, and political philosophy. The goal of basic education is to enable a safe environment to support residents of Ljubljana before the age of 14, teach them basic information, and develop their abstract thought.
Residents of Ljubljana after and including the age of 14, who are below the age of 19, are entitled to general education. The goal of general education is to enable a safe environment to support residents of Ljubljana between the ages of 14 and 19, develop their dialectical and abstract thought, instill in each resident the will to their personal freedom and the understanding of others' individuality, and transfer to them the knowledge of topics of Slovenian language and literature, literary arts, arts, English, mathematics, natural sciences, philosophy, sociology, political theory, lesleyism, information technology, programming, and history.
Residents of Ljubljana after and including the age of 19 are entitled to become users of a University.
Workplaces, declared Universities by the Parliament, may create bodies to award College, Master's or Doctoral degrees to their users. Users must be subjected to years of education on a specific topic to receive a degree in that topic.
Only those who have a Doctoral degree, or have a Master's degree and have authored at least 7 books, or have two Master's degrees, or have served as a president of Ljubljana, may be employed at a University.
The government provides the public, throughout the life of every resident of Ljubljana, with educational programs, to develop all fields of education and personal knowledge. These programs are categorised into the lists named Other, Visual arts, Musical arts, History, Geography, Political theory, Mathematics, Educational studies, Philosophy, Chemistry, Biology, Physics, Medicine, Literary arts, Social work, Lesleyism, Socialist-Marxian economics, Recreation, Programming and Information technology, Civil disobedience and organisation, Antigovernmental activity and peaceful activism. Residents of Ljubljana of all ages may participate in the programs described above.
All activities, which are not illegal or unconstitutional, are allowed.
Specifically, the following activity is rendered fully constitutional and thus legally permissible, and given the status of a right.
The residents of Ljubljana have the right to voice disagreement with the activity of the government by any means necessary, which do not create unnecessary harm. This disagreement, however, may not originate from the will of the residents in question to unconstitutionally discriminate.
The president of Ljubljana is elected six months after the latest election of the president of Ljubljana. Had there not been an election of the president within the last 60 days, the elections for the president of Ljubljana take place on the first day in January.
The president of Ljubljana is elected from among all residents of Ljubljana who have a Doctoral degree or have a Master's degree and have also authored at least 5 books. If there are less than 80 such residents of Ljubljana, the president of Ljubljana is elected from among all the residents of Ljubljana who have authored at least 2 books or have a Doctoral degree. If there are less than 80 such residents of Ljubljana, the president of Ljubljana is elected from among all the residents of Ljubljana. The president is elected through a popular election, where each resident may append a whole numerical score between 1 and 1000 to any citizen who is a candidate for a president. 20 candidates with the highest scores, including all those tied for the 20th place, are made vettable candidates. Following this, residents file complaints against the vettable candidates. Each resident may file in relation to each vettable candidate at most one complaint. Each resident may file at most 10 complaints. The five vettable candidates in relation to whom the least complaints are filed become front candidates. Following this, all workers at all Universities get to file academic complaints in relation to front candidates and special support tickets to front candidates. Each worker at a University may file at most one special support ticket and at most two academic complaints. Every worker at a University is free to distribute their special support tickets and academic complaints among the front candidates as they see fit. At this point, the score of each front candidate is reset. Then, each front candidate is given a score of the number of the special support tickets filed in relation to them, and then each front candidate has, from their score, subtracted the number of academic complaints filed in relation to them. Three front candidates with the highest score are made higher candidates. From among the three higher candidates, one is chosen at random to become the president of Ljubljana.
The president of Ljubljana chooses five members of the Parliament to become the Literary Committee. Two members of the Literary Committee are required to sign their approval for any literary text to be entitled the title of a book. Any resident of Ljubljana may apply to have their literary text be entitled the title of a book. Following approval, the citizen is declared to have written a book. A member of the Literary Committee may contribute to at most fifty approvals of a literary text being a book every week. Members of the Literary Committee cannot award their own literary texts the title of a book, unless given permission by a simple majority vote within the parliament to do so in relation to a specific literary text.
The title of a book may be removed from a literary text by an absolute majority vote among Syndical Platformists of any of the following syndicates: Academic Syndicate, Artistic Syndicate, Political Syndicate, Lesleyist Syndicate, Sociological Syndicate, Media Syndicate, Activist Syndicate.
If the author of a literary text is incapable of submitting their literary text to the Literary Committee, any of the Syndical Platformists, responsible for removing the title of a book may also propose to the Literary Committee to award the literary text the title of a book.
When a literary text is declared a book, multiple residents of Ljubljana may be awarded authorship of the book,but at most three.
Upon a submission of a petition with 5000 signatures to reelect the president, a referendum is launched as to whether or not to lanch new elections of the president.
Official processes to begin elections, regardless of the factors, cannot take place less than 6 days after the latest election results were made effective in bringing a president into office.
The Vice-president is elected from among the members of the Parliament every 30 days. They (the Vice-president) are elected through popular elections, in which, all residents of Ljubljana may cast a single vote to at most 5 candidates. Once a Parliamentary Delegate becomes a Vice-president, they lose their position in the Parliament. After a new Vice-president is elected, the Vice-president preceeding the newly elected one becomes a Parliamentary Delegate.
The Vice-president acts as an informant and an advisor to the president.
If there is no minister of a type, the Parliament, through a simple majority, selects as minister a member of the Parliament, or employed at a University, or a participant in the Executive Revision Committee. A minister-select has to approve themselves being selected. Following this, the Parliament decides, through simple majority vote, what type of a minister they should be, of the types of ministers which there are no ministers of. Of each type, there can only be one. Types of ministers depend on the topic they help inform the parliament on. These topics are, in the order of their ministers having decreasing PAS scores: State integrity, Peace and prosperity, Health, Equal opportunities, Education, Legality, Technology, Ecology, Social ecology, Lesleyism, Culture, Workplace-government cooperation and logistical economy, International community and international law, Technocracy, Anarchism, Rotting of the state proccesses per communism, General queer liberation, Gender minority liberation, Neurodivergent liberation, Racially oppresed people's liberation, Ethnically oppressed people's liberation, Nationally oppressed people's liberation, Class liberation, General liberation, Managment of ministries, Oversight over managment of ministries, Judicial proccesses. The PAS scores of all ministers are below that of the Vice-president. The PAS score of the Vice-president is below that of the president.
No resident of Ljubljana may function as two types of ministers at once, or at once hold two of the offices of: president, Vice-president, minister, Mayor, Executive Team member.
PAS score is the Presidential Allienation Score. Should the president die, or use no presidential powers for 14 days in a row for another reason, or resign, but no other president is just yet elected in the position of the president, the president becomes, until the next president is chosen, the person with the highest PAS, who is not eligible to be replaced as a president for the same reason the president is considered eligible to be replaced as a president. The person who becomes the president through their PAS score is no longer in hold of the position which granted them PAS score before becoming the president and they controlled before becoming the president. A person loses their position as a minister also after their resignation, or if the parliament votes them out of the position through an absolute majority vote, or if more than 90 days have passed since the very person was given the title of a minister of a type. Should a procedure to select a new president require the lack of a president, it can be triggered regardless of the status of the office, had the currently serving president been positioned in power due to the existence of their PAS score at the latest accession of theirs to the position of a president.
In addition to limitations throughout the Constitution, a resident of Ljubljana may at once serve in two of the following offices: president, Parliamentary Delegate, Mayor, employee at a University, or member of the Executive Revision Committee.
All the residents of Ljubljana, who have written at least 20 books, or have two Doctoral degrees and have written at least 6 books, or have three Doctoral degrees, or have a Doctoral degree and have written at least 13 books, or have a Master's degree and have written at least 16 books, may participate in the Executive Revision Committee. If there are less than 80 residents of Ljubljana who meet such a criteria, all the residents of Ljubljana, who have written at least 10 books, or have two Doctoral degrees, or have written at least 5 books and also have a Master's degree, or have been employed at a University for more than five years and have a Master's degree, may participate in the Executive Revision Committee. If less than 80 residents of Ljubljana meet these criteria, anyone who has written four books or has a Doctoral degree may participate. If less than 80 residents of Ljubljana meet these criteria, any resident of Ljubljana who has a Master's degree, or has written two books may participate. If there are less than 80 residents of Ljubljana who meet such criteria, any resident of Ljubljana may participate in the Executive Revision Committee.
Executive Revision Committee members are tasked with overseeing all governmental and government-related activities within Ljubljana or in relation to Ljubljana.
A member of the Executive Revision Committee may be banned from participating or unbanned from participating in the Executive Revision Committee through an absolute majority vote among the members of the Executive Revision Committee. To ban a member from participating, the Executive Revision Committee must be built up of at least 20 members. No more than four members may be banned from participating in the Executive Revision Committee in a week. The parliament may, through an absolute majority vote, block the Executive Revision Committee from banning members for a specified amount of time below six months. The parliament cannot ban the Executive Revision Committee from banning members, had the Executive Revision Committee been under such a blockade at any time within the three weeks before. The parliament may not ban the Executive Revision Committee from banning individual members or members according to some trait.
Residents of Ljubljana may submit notices of approval or disapproval to members of the Executive Revision Committee. Every resident may also retract their notice of approval or disapproval. A resident may not send a notice of approval or disapproval to a member of the Executive Revision Committee, if they have already sent a notice of approval of disapproval to that very member, and have not yet retracted it. Upon the death of a resident of Ljubljana, all their notices of approval and disapproval are retracted. The parliament may reset all the notices of approval and disapproval to all members at once, had it not done so in the last 3 months. The parliament cannot reset all the notices of approval and disapproval to all members of the Executive Revision Committee at once if the selection of the Executive team is coming up in less than 48 hours. Should a member of the Executive Revision Committee have at the same time 20% more disapproval notices being directed at them, and also more than 50 disapproval notices being directed at them, they are not allowed to use their powers which come with being a member of the Executive Revision Committee until they have 20% more approval notices than disapproval notices, or have less than 20 disapproval notices. If less than 55 members of the Executive Revision Committee are allowed to use their powers which come with being a member of the Executive Revision Committee, random 65 members of the Executive Revision Committee are allowed each month to use their powers which come with being a member of the Executive Revision Committee for that very month.
Every week, selection of the Executive Team takes place. From among the Executive Revision Committee members, 40 members with the highest number of approval notices, including all who are tied for the 40th place, are declared higher members. From among higher members, 20, including all those tied for the 20th place, with the highest percentage of approval notices from among all notices directed towards them are declared approved members. From among all approved members, 10 are selected at random to become members of the Executive Team.
The Executive Team may, through an absolute majority, on proposal of any member of the Executive Team, call for a reelection of the president. The Executive Team may, through an absolute majority, call for a random selection of up to 50 residents of Ljubljana with a Doctoral, Master's or College degree from a University or Universities selected by the Executive Team, to build up a brigade of the Executive Force. The brigades of the Executive Forces secure the implementation of law by force and present the monopoly on violence and the implementation of the State. Any member of the Executive Forces may resign at any moment, for any reason. New brigades of Executive Forces may not be created if members of the Executive Forces number more than 2000. Each brigade of the Executive Forces elects a coordinator on the monthly basis through a popular vote. A brigade of the Executive Forces may, at any time, be dissolved, and all its members discharged, should at least 60% of organisers of the Executive Forces demand for a brigade to be dissolved, and all its members discharged. A brigade of the Executive Forces, once dissolved, must be disarmed. Based on a petition with 100 signatures, the Executive Team may have to dissolve a brigade, and discharge all of its members. The Executive Team may not give orders to brigades.
Brigades of the Executive Forces follow orders of their coordinators, which must only take place to execute laws and the constitution of the Republic of Ljubljana. Members of the Executive Forces are responsible for any violence or damage committed, unless those were absolutely and rationally necessary to secure a substantially greater good or prevent substantially greater damage.
Each coordinator of a brigade of the Executive Forces is assigned a team of three judges to whom the coordinator must report all of their activities in relation to the Executive Forces. Each such team of three judges consists of a legal judge, sociological judge, and political judge.
If the Executive Team finds a person compliant in activity which for a trial is required, they must hold the person in custody, allow them to face a trial, and then execute the penalty. The person may not be treated unlawfully throughout the proccess.
The President proposes to the Executive Revision Committee to declare Universities be Judicial Universities. The Executive Revision Committee does so with an at least simple 50% majority, which must at the same time be an at least 30% absolute majority. Through the same process, a University may be stripped of their title of a Judicial University.
Any degree, given by a Judicial University, is judicial.
Anyone with a judicial degree is considered a legal specialist.
Every three months, up to 100 random legal specialists are chosen to become judges; up to 200 random legal specialists are chosen to become legal advisors.
Whenever a resident of Ljubljana considers their rights or exclusively arranged benefits to be violated, they may submit a notice of a trial to a civil court.
Whenever a brigade of the Executive Force puts a resident of Ljubljana into custody, a notice of trial is submitted to the criminal court.
When an notice of trial is submitted to the court, a random judge employed at the civil court is selected. The alleged infringing parties as one and the alleging parties as one are assigned temporary legal advisors at random. The position of a legal advisor and a judge in a case is transferable to a random other judge in the first week of a trial.
The judge is presented by evidence, conclusion and discussion by both sides, who are helped, assisted or acted on behalf of by their respective legal advisors. The judge may schedule for up to 25 meetings, each up to 8 hours in length, to determine the rightful resolution. The judge must judge impartially, lawfully, and aim for harm reduction. As the trial concludes and the judge reaches a verdict, any side is free to appeal a verdict.
An appeal of a verdict is handled by a team of 10 random judges. Those schedule a single meeting which may not last more than 4 hours to determine whether to restart the trial. Position in an appeal revision team is not transferable.
The right to not voice a position is guaranteed to all sides in the trial except for the judge.
The only right which may be violated by the Executive Forces, on behalf of the court only, against the alleged infringing party, in criminal court only, is the right to the freedom of movement; that is, such a party may be contained within a prison for the duration of the trial.
In civil courts, only matters regarding the matter at hand may be modified by the court. Matters outside the question may not be approached in effective verdicts.
The verdicts of criminal courts are limited by law. The limits of punishment for specific crimes being detailed further by the legislature, the verdicts in criminal courts may come in form of rehabilitation, community service, compulsory participation in governmental educational programs, containment until an end to specific hazards, hospitalisation, removal from governmental positions, suggestion of medical help or of medical assistance or of hospitalisation, ban from residing in or entering a specific housing unit or up to 50 specific housing units, ban from nearing to some person, place or institution for a certain amount of time, exile from the Republic of Ljubljana, or death sentence.
Death sentence may only be perscribed for offences in relation to sexual violence, or torture related to it. Death sentence may be exempt from being a possibility at all, should the legislature rule so.
Witnesses, including injured parties, in criminal courts, may not be obligated to meet the alleged infringing party, nor may they be persuaded or pushed by the court to do so.
Criminal cases related to sexual violence, torture, physical violence, or trials of children or where children are present as injured parties or key witnesses, may not be accessible by the general public, however, individuals may require transparancy of the trial to themselves, and have their request be met, unless individually rejected by the judge present at the case or both of the legal advisors.
Force may not be used in trial.
Any relative concentration of relative concentration_s of information, which are_is capable of cognitive and dialectical self-awareness and reasoning, which is at a moment within the boundaries of Ljubljana or psychophysically depends on the events within Ljubljana, or has their place of residence registered within Ljubljana, is considered a resident of the Republic of Ljubljana.
A resident may be stripped of their residency only if they are sentenced to death, exiled, or if they register their place of residence outside of Ljubljana and are positioned outside Ljubljana and no longer are affected by events in Ljubljana. A resident may also be stripped of their residency if they agree to such a measure and it is ruled they are doing so voluntarily, uncoerced, sincerely, unprovoked, and have the means of living without the residency within Ljubljana.
In accordance with the legislature, the Polity's Record of Residence (PORR) is established and handled. Every resident of Ljubljana has to register into the PORR, should the government make this possible, and the legislature must make the government obliged to make it possible to. The legislature must establish the PORR to keep biometric data about the registring party, which in a long term and effectively relates to that entity, in a way which prevents the same entity from registering twice, but also does not compromise the safety or privacy of the entity. The PORR must also include data available about the resident, including year of birth, place of residence, all currently held positions within the governmental functions within Ljubljana, all functions held within and all memberships within political initiatives, and the workplace they work at. The PORR may, on request on the individual, host up to 20 more fielfs of data, of which each may host a digital-only variable up to 10 million bits in size when digitaized, or variable, which is both analogue- and digital-compatible and is up to 128 bits in size when digitized. The data in PORR is proven through documentation of the individual and forwarded documentation by the functions surrounding theirs. Legislature details the proccess of registration and change of information. All information, determinance by the government of which would infringe on the person's identity, without serving the vommunity, is registered and changed through self-determinative forms.
The legislature may determine for the function which manages the PORR to, or to be allowed to, issue to residents authenticates in an accessible form, which may to those who observe the authenticates tell some or all information of the PORR registry about the resident in relation to whom the authenticate had been issued.
Any resident of Ljubljana may form a political initiative and thus become a founder of their own political initiative. To do so, they must gather 10 signatures of other residents. Once a political initiative is established, it must have at least 30% of its members meet and adopt with an absolute majority the statute within seven days. The statute must specify the mechanism of leadership of the political initiative, its goals and means, its logistical management, its name, and its process of dissolution. All who signed to create the initiative initially, and the founder of the political initiative, are members of the political initiative. Anyone is free to join any political initiative, unless they are banned from a specific political initiative. A political initiative may remove members or ban individual residents from becoming members of the political initiative by a simple majority vote at a congress. Any member of the political initiative may at any time exit it.
Any political initiative with less than five members is nullified and dissolved.
A political initiative may function as a private club, a private political club, may help workers conduct class action at their workplaces to prevent the rise of classist syndicalism, may help guard individuals' rights, may assist individuals who face legal proceedings, may organise literary, artistic or educational activities, may help lawfully gather signatures for any political activity, or may voice their support to and actively help presidential candidates.
A resident may be a member of any number of political initiatives.
Any person or political initiative may gather signatures to launch a constitutional charge in relation to a law or a number of laws. If they collect 1000 signatures, a Constitutional Enforcement Trial (CONET) takes place. The party filing the charge must also select two representatives to legally represent their positions.
In a CONET, 20 random individuals with a judicial degree are selected as the judging committee, and a random between them as the coordinating judge. In a CONET, the Parliament selects two representatives to legally represent the positions of the Parliament.
Upon hearing the positions of the legal representatives, discussing the matter publicly, and allowing for expert opinions to be heard, the coordinating judge, after discussion among the judging committee, proposes whether or not the law should remain in place, and if not, what different law to put in place. The judging committee votes on the proposal. If the law is found to be unconstitutional and is removed, the newly written law is not appealable through a constitutional charge up to 30 days after the verdict - throughout these 30 days it may only be adapted by the parliament in a way which does not in effect produce the law as was before the latest CONET related to it.
Should 4000 residents of Ljubljana find the final verdict of the CONET inhumane, they can appeal it. If a decision of CONET is appealed, a referendum takes place on whether to accept the proposal or conduct a retrial. This referendum may happen any number of times.
Further, if signatures of 3000 people supporting a new law are introduced, a referendum must be conducted. If at least 20% of the residents of Ljubljana attend, and at least 55% of those who attend vote in favour of the new law, the new law is ratified, to be effective as if ratified by the parliament, with the option of instantaneous effectiveness upon a three-fifths absolute majority vote in the parliament. This popular introduction of legislation and the public oversight over the activities of CONET proceedings are declared the supraconstitutional agenda of the Republic of Ljubljana.
The Final Act, titled also the Senatus Consultum Ultimum, may be passed by the parliament with a two-thirds absolute majority. It gives all power of the presidency, Vice-presidency, Parliament, all Ministries; oversight and authority over Executive team; censorship rights over the media; and the permission to reverse the Final Act to any decree, signed by both president and Vice-president.
Should the Executive Team find a decree inhumane by an internal absolute majority vote, the Final Act is reversed, unless the Parliament votes to block the reversal through a simple majority vote within 2 days following the Executive Team's reversal, in which case, the Executive Team is reelected.
The Free Territory of Trieste
There is a sovereign country right in the heart of Europe you've probably never heard about.
Following the First World War, the Kingdom of Italy was given, in accordance with the Treaty of London of 1915, lands in what was formerly the Austro-Hungarian empire. Having occupied less than had been promised to Rome, the Kingdom, following certain actions by a certain military officer Gabriele D'Annunzio, exerted further pressure on Yugoslavia and the International community, thus occupying even more of the borderlands.
The area was settled in its majority by Slovenes and Croats. As such, Italy began the process of Italianization of these lands, which soon spiraled into genocidal action and brute repression under the fascist regime of Mussolini.
With the Second World War and capitulation of Italy in 1943, Germany invaded the area and secured a foothold there. Only by 1945, did Yugoslav partisans, led by Marshal Josip Broz Tito, manage to liberate the region. Given the strategic prominence of the area and factors of the International community, parts of the disputed regions were transferred under the military administration of the Allied forces.
In 1947, the Treaty of Peace between Allied nations and Italy was signed in Paris, creating the buffer region of the Free Territory of Trieste between the renewed entities of Italy and Yugoslavia.
The Constitution of the Free Territory of Trieste was defined within the Treaty of Peace and the responsibility and authority to implement it had been assumed by the UN Security Council. The Treaty, which defined the Territory, also underlined its borders, rights, and conditions. It included the establishment of an International Free Port in Trieste.
The Free Territory of Trieste was divided into two zones: Zone A, north, and Zone B, south. It was independent of all legislative and constitutional actions of Yugoslavia and Italy and fully sovereign. The effective authority of the zone, the legislative branch of power with de facto royalist powers, was the Governor elected by the United Nations. Below the governor, there was the Popular Assembly, which in effect only contributed symbolic, purposeless and subexecutive maneuvers.
Trieste, also addressed as Triest or Trst in local languages, became an International Free Port, the only of its importance in Europe. It was responsible only to its own people and to the International Law, never to the legislative or constitutional determinants of Rome or Belgrade. Its economic development was for its time surprisingly democratic and sustainable and the city thrived in cooperation with its diaspora, the region, and all states of the world.
Quite soon, the supranational reach of the cold war came to affect Trieste, or Trst, if you prefer. Permanent members of the UN Security Council would come to veto each others' proposals of governors. At one point, the US would block the Soviet proposal to assign governorship to a Swiss national who was just a year earlier proposed to be a governor by the US, only to be vetoed by the Soviets that time. Further, disagreements in the International community made it harder to supply Trst with sufficient fundings and it soon had to rely on exploitation of Third-world nations in its newly imperialistic approach to the conduct of trade.
By 1954, the situation became dire. The people of Triest were rallying in opposition to the Governor of Trst, who had many citizens arrested. Some were killed in the demonstrations. The powers of Yugoslavia and Italy found themselves in constant disagreement over their claims over the border region. As the city of Gorica had been ceded to Italy with the end of the Second World War, Tito decided it was high time to build a Yugoslav city just there, named New Gorica, just to show Yugoslav urbanist strength and the Yugoslav will to secure the territory just over the border. At the same time, many circles of the Italian government were infested by both the mafia and Revanchist politicians, who wished to once again see the Treaty of Rapallo be reintroduced, attempting to extend Italian influence further into Slavic lands.
Tanks were deployed to the border between Italy and Yugoslavia. The world took their sides, backing either. Momentarily, it appeared their will to influence the border region, especially Trst, would trigger a war as never seen before, a chain reaction of nations, concluding in a nuclear catastrophe and annihilation of humanity.
Right as the tensions columnated in serious danger to the international community, the UN once again failed to introduce a decree regarding the governorship. The people of the region thus stood up. Demonstrations columnated in serious unrest, growing into a revolution. A truly democratic and locally founded Free Territory of Trieste could be secured at that very moment. However, the governments of Italy, Yugoslavia, and the administering UK and the USA found this whole situation uncomfortable. At the last moment, the London Memorandum of Understanding was signed between London, Washington, Belgrade and Rome. The forces of the UK and the US pulled out of the region; Italy secured civil administration of the zone A, and Yugoslavia of the zone B, as Triest was to remain sovereign, its citizens sovereign and empowered against the police of the two administering powers, and effectively independence was to continue.
Following this, however, Rome and Belgrade exerted pressure to change the territory from a freely developing and international region into an integrated maritime zone of two respectable national entities. This columnated in 1974, when the Treaty of Osimo was signed between Italy and Yugoslavia. With it, the effective partial civil administration and oversight by Italy and Yugoslavia would result in occupation of the two areas. The port of Trst was neglected and abused. Its international liberties, prominence, rights and development were stripped away by Italy. The development of the region crumbled. The industrial and postindustrial power of the Free Territory collapsed to a null, especially in the Zone A. There, the revanchists and the corrupt administration extorted the port for their own benefits. Over 450 million US dollars per year just as per the Trst port. Half of the port (the Old Port) was abandoned and left rot. The scolarisation of the region was abruptly cut down. The bilinguality or trilingualism of the region was in effect dismissed, especially in Italy, where all administrative effects were italianised. Suicide rates were pushed through the roof, and almost all educated youth left the region. After the breakup of Yugoslavia, the role of Belgrade was simply assumed by Croatia and Slovenia. The two, led by Italy, through the cultural genocide and destruction of citienship rights, devastated the area. The population completely lost hope of ever reestablishing the Free Territory and began to accept the administration of Italy, Slovenia and Croatia as absolute, rightful and to respond to it as if the three countries had sovereignty over their regions.
In 2013, faced by the Truth about Trst, the Triest NGO was founded. It has ever since been advocating for the right of Trieste to its sovereignty, the right of its citizens to citizenship, the right to development, and the tri- or bilinguality of the region.
The biggest demonstrations in the region since 1954 were organised. 14 thousand signatures were delivered to the United Nations, reporting the violations of the Italian administration on the Territory and requesting the appointment of a Governor.
Countless speeches were delivered at the United Nations Office at Geneva, Office of the High Commissioner for Human Rights, Sessions of the Forum of Minority Issues of the UN, the Sessions of the Committee on Economic, Social and Cultural Rights, and at the Sessions of the Human Rights Council.
As of today, the judicial systems within the Territory have once again begun to underline the sovereignty of Trst. Many times, the citizens, when approached by the police and tried before the Italian administration, called on the judge to recognize their personal lack of authority to try in the Free Territory of Trieste. Unsurprisingly, the judicial system stopped proceedings against any and all such citizens unconditionally. The sovereignty of Trst is still legally intact and Trst should use its liberties.
The steps which remain for the regional sovereignty to assert itself fully are as follows. Firstly, the scolarisation of the population of the Free Territory of Trieste and the promotion of awareness of the issue among the local population. Secondly, the identity shift among the population. It must come to, in its majority, come to the understanding - it legally resides within the Territory of Trieste, and that is no fairy tale, as they may currently perceive it as. Thirdly, the execution of sovereignty through constant questioning of the sovereignty of the administrative powers of Croatia, Slovenia and Italy. Only through this process and through the pressure on the UN Security Council to reconsider the issue, can the region of Triest assert its sovereignty, secure the right of its people to citizenship, development and freedom of language.
The Free Territory of Trieste is a sovereign and democratic country. It answers not to Italian, Slovenian, or Croatian law. To its people, the right to postliminium is true. There is very little than a few legal processes spanning the few years to come, separating Trst from the realisation of its legal rights. Trst should, given its circumstances, be declared one of, if not the Capital City of Human Rights by all relevant organisations.
The freedoms of the people of the Free Territory of Trieste directly correlate to the goals of those who advocate for a free society, or strive towards a stateless, classless and moneyless society, where the means of production are controlled by the workers and the economy is decomodified.
